What I find in midwest re-enactments is that their campsite displays 
sometimes do show mil radio gear, some in their unopened cases, but 
do not operate it or have much knowledge of it.
Sometimes a midwesterner like Joe, WA4VAG, will be there, and he does 
activate his, but this
is rare.   Hope your observations are correct for the future.
