That is exactly the point on how it is skewed. Transportaion is based only on fuel and public transportation costs. Food costs are on basics. milk cheese flour eggs. Housing is based on rents in "major areas. Fuel, public transportation  and most agriculture is gov'mt subsidised or controlled. House costs in "major markets" is also affected through rent controls and subsidised housing.  Put the real costs back in with automobile ownership, home ownership  and a more realistic food  usage and the CPI would be a great deal higher.
