I've been told that almost any device such as neon lamps
will oscillate in the RF region if the applied voltage puts them
into what's called Negative Resistance. Some years ago one
of the ham magazines had a article about using VR-105's
and VR-150's for noise generators. That's back when we
did our own VHF receiver alignment. NE-51's also work.
We've used NE-51's for interstage coupling on digital circuits.
991's are just bigger and older.
