As I remember the VLF transmitter in Wisconsin was not placed
in service because of objections from the environment people.
The objection was to the effect the counterpoise grounding system
would have on the local animals.   I understand that the counterpoise
ran for miles and miles, and produced a considerable EMF at ground
level.  Apparently one could get zapped by just sitting on the ground.
Maybe just a story, don't know for sure.
