Yes.  I've encountered the laced ones sometimes as well but for building 
cables, that technique is too time consuming for what the cables are worth.  
There was obviously originally a tool used to close the clamps.  Various 
sorts of general purpose pliers don't do a neat job of it.  Once you put the 
plastic sleeve over it, you can't see it.  But I know it's still there and hate 
doing what I consider sloppy looking work even if no one ever knows it was 
done.
