[Milsurplus] Aircraft comm/nav specs

The spec for stability was changed in 1994 due to the tightening from 50 to
25 KCs channel spacing.  Owners had until 1 Jan 1997 to change out the old
radios or have them modified since a few manufacturers made kits to upgrade
their sets.  I have the FCC list of unacceptable radios if anyone wants to
see it.  

Among other things, I have a complete FES-1240 (two Type 210 [RT-11]
transmitter/receivers*, two Type 15F VOR/LOC systems, one each R-31 3-light
marker beacon Rx & R-33 glide slope Rx and a Type 21 ADF) as removed in 1996
from a 1961 Cessna 310.  This was swapped out in compliance with that
ruling.  I don't know either the side number of the airplane or what was
used to replace it although I would love to know the former.  

* The original FES-1240 used one RT-11 and one T-25, the latter to be used
with the #2 Type 15 as an Rx.  The one I have had the two Comm units
independent of the Nav.  

The AN/ARC-1 et al were long gone by then in aircraft use so pretty much
didn't count.  On the other talon, military equipment in use had to comply
with the rules as well but I have no clue what radios - if any - were
grounded and what was used to replace them.

What happened on Jan 1, 1997 to affect aircraft comm specs? Anything to do
with acceptability of plain old AM as in ARC-3, ARC-1 operation? Something
tells me it was related to minimum channel capacity?
