[Milsurplus] BC-938A, BC-616

Can anyone give some context for the BC-938A control box I found buried in
the garage?

It measures about 3x3x4. Has 4 red push buttons labeled 1, 2, 3 and 4. It
has one button marked OFF, it has 2 push buttons marked 1 and 2. It has that
very small ARC-type switch marked CW-Voice-MCW, and a Mic jack. I thought at
first a control for the ARC-5 VHF combo, but no, that's Navy and this is
Army. Plus, not one, but two multi-pin ARC connectors; a 12 pin and an 18
pin.

Maybe an early predecessor to the BC-451A minus the telegraph key? And
what's with the 1 and 2 selections?

As to the BC-616, it is a relay box that goes between BC-456 modulator and
(I guess) the control box. But what would it switch? Maybe to get double
duty out of the BC-456? But it only has 2 connectors, not 3 as you might
expect. Bought it from Fair years ago because it was cheap (!)
