Yes, it was without doubt.  There are several mechanisms in place at
Dayton (and elsewhere) - including lost and found - for him to have
gotten your equipment to you and he failed to live up to his
obligation to do so.

It reminds me of another form of theft, that of payment for items then
not ever receiving them.  This has happened to me a few times and yet
I still don't learn.  I still wind up trusting other hams to be
honest.

On the other hand, Karma has a really cool way of saying "Gotcha" of
the payback order so I know that those people will eventually get
what's coming to them, and usually at the worst possible moment.
