I really sock it to them, for a D cell either with a large (>10,000 uFd @
40+ VDC) or with a hefty 24 VDC power supply at 10 A or so. With the PS,
you only make the connection for an instant (Waaay less than a second) or
the cell will overheat. If you overvoltage/current them for too long they
could well explode. You want enough to blow the whisker, but that's all.
This is just my experience. I've not read up on it. You will need to
charge/discharge/charge the unit after zapping. Preferably several times.

REMEMBER: Disconnect the pack before zapping.

I generally only zap cells to test an instrument to see if it works or
not. IMO, it's NOT a forever fix.

Yes, whiskers will regrow in a few months most likely.

There are commercial reconditioners, callede CASP among others, but they
are $$$$
