[Milsurplus] NiCad battery question -

Purchased some NiCad batteries a few years back 03-2006  went through 3 
complete cycles of charge and discharge played around with my US Marine 
Corp Stoddart NM25T radio. then put the thing away until Friday.  Drug 
it out and fired it up. 14.5 V was showing on the power meter.  Fine I 
ran the unit all Friday Night and part of Saturday playing a local AM 
station until nothing could be herd.  Set it on charge Saturday and 
until Sunday evening late > 24Hrs.   The batteries only charged back to 
14.5 V, while a full charge is 17V? 

I assume should  have stowed the unit with a full charge?
