Development of radio communications with the US Forest Service began immediately after WW-I both on the ground & in aircraft. They tried in vain to use some surplus Army equipment. This development was very well documented in "Radio for the Fireline" which contains the complete history from the time of Teddy Roosevelt into the late 50's & even up to 1975.
