plate, unissued condition, very light 
aluminum, flat black background, 
lettering is bared metal.

for apparently, float planes using
RU and ZA equipment, water landing. 
I don't offhand know if this is experimental
or standard landing procedure. These
are available to qualified radio ops. You
qualify by having RU - ZA equipment.
