Just a guess, the Navy uses Dabob bay (or did) for submerged and surface torpedo firing and testing, at least they did when I was recovering the ones that sank. There were tracking stations hidden all around the area before they computerized most of it. That was probably the base for an optical tracking unit of some typ.
As I say,,,just an educated guess. Hard to tell without more pictures.
