[Milsurplus] Kluge conversion of 24 volt dynamotors to 12 volt

Which means that any MF/HF command set would have to be a late version
of the SCR-A*-183, and liason the SCR-187-A.  The VHF command set
SCR-542-A (12 vdc SCR-522-A) was readily available too.
