Even if the guy did hack an unhacked ARB, the number of people

who do such conversions is low and decreasing. The ARB is not

an extremely rare item. Unfortunately some extremely rare items

got hacked too, and that's a shame.
I'd take issue with the statement that ARB's did a lot of hours

as Novice or SWL receivers. My take on it as that with the 

dial and remote control hassles, and poor dial readout, most of

these served as project beds for people to do conversions on,

briefly try out, and not use very much. BTW, most I have seen

are not heavily hacked, compared to BC-348s. -Hue Miller
