Jay,

To add to what Dave wrote, no, it is not the same as the French one (which 
I have the TM on but not the hardware).

As to why, probably because of the AN/GRC-19.  The all-up weight of the 
AN/GRC-9 plus the amplifier and its power supply is comparable to that of the 
GRC-19, and the GRC-19 doesn't take up as much room.  Plus it is stable 
enough and had the accessories for RATT.
