I think the more key thing to note was that level
bombing at high altitude was good as an area
weapon only. Scoring multiple hits on a
maneuvering ship is NOT easy when the lag time
between aiming/dropping the weapon was hard.
Note that the German use of Frit-X glide bombs
was VERY accurate per round compared to unguided
weapons.
Level bombing tried to keep range between the
aircraft to preserve the aircrews and their
planes vs going in close. Several squadrons paid
dearly for going in close against warships with
full AAA compliments. Look at the price Torpedo 8
