CS-47 is a storage container for tuning coils used
with the SCR-xx-183 and -283 1930s to WWII
aircraft radio transmitter. If fuses have been mounted in one,
it's possible it is some sort of "one-off" field expediant,
but more likely it's some type of "hamification."
May we see a photo?
