My mention of NYC being a hotbed (pun intended) of hot waste came out around
02 or 03, grants were obtained through DHS to get a baseline of the city to
determine if anyone was attempting some sort of attack by dispersing
materials.  It was discovered that there were so many scores of such sites
already from stuff just tossed aside that other than witnessing it
first-hand as an attack occurs, nobody would even know if someone was trying
something against us.  It's too much like trying to determine who threw
popcorn as a baseball game three days after the fact.
