1)  You *must* use the secure link that Dave specified - https, *not* http.
2)  You *must* use Internet Explorer 5.5 or above - other browsers won't 
work, or work only marginally
3)  You *must* have Adobe Flash Player 8, though it may prompt you to 
update if you have a lower version.

Then it's no problem.  I do have a .mil account, but it's only required 
for the non-public portion of the site, and I didn't need it to get to 
the level Dave described.
