[Milsurplus] Was Model 19, now transformer line frequency question ??

There was some mention of tranformer strapping vs input frequency in an earlier post.....

I always believed, possibly wrongly, that a transformer could be used at a higher 
frequency than it was originally made for but not the reverse....meaning I could use
a 60 cycle power transformer at 400 cycles but could not use a 400 cycle transformer
at 60 cycles because the 400 cycle transformer used less iron in the core.

Is my thinking on this correct?
