It seems to me that the easiest way is simply to use
a PPI scope repeater (without the intensity modulation
connected) to scan through a photographic 
negative of the scene you want to display on the 
display scope. Then use a photo diode or photomultiplier 
tube to drive the intensity modulation (Z axis) of the 
display scope(s). This eliminates the need to drive X - Y
potentiometers, etc.

Obviously this is a "cheap & dirty" fix, and it only 
allows for one "picture" (although you could swap a 
series of photo negatives).
