What you are looking for seems to be an expandable post binder. The least expensive, of new manufacture, I was able to find on the 'net is $15.00 and has vinyl covers. They should be available at a well stocked Office Depot.
I checked some of my original military manual binders for information. Most were made by Federal Loose Leaf Corp. of NY, NY. I was unable to find any info on them so they may no longer exist.
Nice heavy paper covered poster board binders with either a slide lock mechanism like those found on the Sam's binders or a single lock ring post in the center which seems to be what the military preferred.
I have found that Gorilla Tape is great for repairing the worn cover hinge on these old binders.
How many are you looking for?
