[Milsurplus] Binders for mil manuals?

I find i have a number of mil manuals that are stapled but have
no cover. Probably removed from some binder. I am wondering,
has anyone found a solution to placing these in a binder?
The problem is that they seem to be punched with a hole format
other than that standard 3-ring binder. I have not found anything
in the local office supply store that would do the job.
