For the last 25 years I have been using a particular small arms cleaning/lubricating product to restore the "fresh" look of dirty, bleached-out, or faded crackle finishes.  That product is "CLP-Break Free".

Crackle finishes that I treated with CLP many years ago still look great.  I've also used it to freshen the appearance of those cheap plastic nomenclature tags, such as are found on most BC-348-R sets.

CLP-Break Free has been a standard "cleaner, lubricant, preservative" that the U.S. military uses on small arms (replacing the MIL-3150 and -372 stuff used during my military era).  It's also available in any decently-supplied sporting goods store. [In the Democrat-Socialist People's Republic of Hawaii, there may be no stores with firearms-related gear. :-)  ]

I don't believe I'd use it if I were planning to paint over a crackle finish, but paint-overs are a last resort in any event.
