[Milsurplus] Condor / Watkins Johnson microwave receiver HELP!!

Hello,
Hopefully someone can offer some advice / manual on a really cool receiver system I am trying to get going. it is a 1990 vintage condor CS-2002 .5-18.5Ghz panaramic Elint receiver. I have 2 complete systems to consist of 2ea T-100 tuners and 2ea C-100 control / displays. the two halves communicate via a 4 pin RS-422 bus or a fiber optic interface.  the tuners and the controls are the correct models to make a system, but did not come together from the same place.  I have tried both interfaces on both systems. and all I can get is one does not see the other.  both the tuner and the controller use the same I/O card and the interfaces are selected with dip switches. when the control is powered up I can see a bit stream transmitted and come out of the optical receiver on the tuner, and if I cycle the power on the tuner I sometimes see a bit stream out of the control unit optical receiver as well, but it never seems to answer the controller like I THINK it should.  both systems do exactly the same thing with exactly the same sysmtoms. so I dont THINK I have a bad board. I am sure there is something I am missing!! Like a hidden set up menu.  these units have a 488 bus as well and the addresses are set to 14 and there is no way to change it with switches SO I really believe there is a hidden menu somewhere that allows one to change this at least. seems units can communicate but just are not for some reason.   if anyone has any knowledge or ideas for information it would be GREATLY!! appreciated I have pictures of both units as well
