I suppose it is logical that eventually fighter aircraft received the SCS-51 instrument
landing system (ILS). The MT-28 is for the R-89/ARN-5A (and later) UHF glide path
receiver. Its output goes to the vertical-travel needle on a I-101 cross-needle display
on the panel.

That is the mount for the BC-733 VHF localizer receiver (part of RC-103) in the ILS.
Its output goes to the horizontal-travel needle of the I-101.
Both the BC-733 and the AN/ARN-5 are controlled by a common BC-732 control box. Usually
a common dipole/ram's horn antenna for both receivers (AS-27/ARN-5) would be used.
Most of this gear is readily available. Connectors and twin-ax RF cables can be a problem.
