One box with the only difference being the different power supplies
makes sense. If I were Motorola and I were making systems I knew were
going to be used in multiple installations, fixed and mobile, I'd make
the same box and fit different modules to it as needed. That means
four power supplies (6vdc, 12vdc, 24vdc, and 115vac), two receivers
(one for each band) and at least two transmitters (One for each band
but I think there were high power versions too. OTOH, I may well be
off there.) to combine into systems as needed. There is a tremendous
economic advantage to building this way which may or may not have been
passed on to the government.
