[Milsurplus] Black wrinkle paint

Our paint vendor says two coats 5 minutes apart.  Application temperature is 
also critical.  Anything below 70 F and if you insist on trying it you may as 
well lay in a supply of paint remover before you start.

Wrinkle finish paint requires a heavy build to work.  It's essentially 
impossible to get the required build in one coat without runs.
