[Milsurplus] Halloween Question

I just picked up something pretty spooky (Halloween reference). It's
unusual in that it is certainly professionally made, but has absolutely
no manufacturer's markings other than a stamped number 20 (likely a
serial number) There is not even any markings as to it's function, but
it's clearly a microwave spectrum analyzer.

Brief Description:

The thing is in a brushed aluminum case with rounded corners, about 12"
high x 8" wide x 4" deep. There are no handles, but there are four
places for mounting screws in the corners. At a guess, I think it was
meant to be mounted in a Halliburton case.

It has a main dial, marked "FREQUENCY Gc" with a range of  00 to 12.0
and a smaller dial marked "DISPERSION Gc" marked from .05 to 1.1. There
are also knobs marked "SWEEP RATE"; "VIDEO GAIN"; "LIN - LOG"; "DIAL
INTENSITY"; and "VIDEO BAND WIDTH; 2KC-15KC-1MC". It is powered by line
and has 5 BNCs and an N .  It is clearly designed to use with an
external scope.

I'd guess it was either designed for surveillance or for detecting bugs.

Anybody recognize it?
