While I wouldn't disagree that a series dropping resistor in the filament
string if present could generate more heat than a filament transformer, 25 volt
heater tubes generate no more (and no less) heat than their 12.6 or 6.3 volt
equivalents. In this particular case, my take is that the 25L6 (and 50L6)
should have been called something else. They aren't really 25 or 50 volt 6L6's.
But for the purposes of this thread, their heater wattage is close to the same
as that of the 6L6. Which means about the same heat generated per tube, not
double or quadruple.
