I don't know about radio stuff, but I learned in SAC that
all Soviet-bloc and Chinese radar stuff was assigned with
a highest quality/performance to highest priority locations.
As newer and improved radar gear came available, the
stuff migrated down one level.  The most ancient stuff
became gap fillers where coverage might be marginal.

We have done the same thing with ECM gear, with the
newest gear going into aircraft in the highest danger areas.

The worst of the B-52 losses during Vietnam's Operation
Linebacker (I think that was the operation) was mostly to
the units who were "thrown into the breach" with only the
stateside ECM gear aboard.  What with the same idiocy
of planning of the Ploesti and other WW II raids goin in
on the same tracks, these Buffs were almost sitting ducks.
