[Milsurplus] Mil set battery recell

Someone out there must have enough Chemistry knowledge to know what will  
dissolve the foam type stuff around cells in these mil batteries. 
 
There must be something that will turn it into soup so we can pour it out,  
without harming either metal or the high impact plastic case. 
 
Having now to re-cell a 24v Clansman battery, and recently a French  TRC300 
battery, chipping this foam away is very time consuming, and messy. 
 
Where is the technology ??
