Not exactly.  Looking through the RT-18 parts list, I counted 19 fixed paper 
types that are probably micamold package.  There are also several (I didn't 
count them) oil filled paper (not usually a problem) and the balance of the 
fixed capacitors appear to be mica, ceramic or silvered versions of those.
