assuming those are inch measurements, and 
not feet, and the unit isn't exotically cooled,
I'd make an educated guess it might handle about 
1.5 kW or maybe 2 kW.

A Bird 8860, 1.5 kW is 7.5" x 13" x 19" or
thereabouts, and the 8890-300 series, 2.5 kW,
is 7" x 18" x 24", or so.
