Yes, the WECo installers used that kind of stamping kit. 
But I'm sure it was procured from some outside manufacturer.
Note that the inks were a paste which was spread on a small
piece of paper, the paper was folded in half, the ink was spread
evenly by mashing the two pieces of paper together.  Then, the
the paper is opened up, and there you have an instant stamp pad.
Every telephone company, including military, used these kits.
Try the Graybar Book.  TRIVIA:  Often times on small jobs the
specific ink and stamps would come with the hardware.
