The KY-149/AR is part of the AN/ARA-31 A-N homing antenna system that was used with the AN/ARC-44 VHF-FM (24 to 52 MHz) communications set.

It's likely not worth much restoration effort unless you've also got the other parts of the AN/ARA-31 and the AN/ARC-44.
