[Milsurplus] PE-103 glut supports huge SCR-284 numbers

Fact is, seems there's clusters of PE103s on both coasts.  Con-
centrations not limited to W8 area.  Next I gessed Mt. St. Hellens 
had been stuffed w. PE103s to appease the lava gods.  But I doubt
the Forest Svc wudda thotta that.

The snow-ice ballast more plausible

And speaking of Forest Svc.  The SCR-178 reportedly started there.
