The TCS  and TCS-4 manuals show the switch connected to terminals 1 and 2 on 
the  transmitter HV transformer.  The text says that S301 (501) selects  
between 400 and 450 VDC for the transmitter but nowhere in the installation or  
operation sections does it say when or why you might select  either.

The TCS 6 manual schematic shows the switch arm tied to the  line
connected to pin 1 of the other transformers, and the two  switch
fixed contacts going to pins 1 and 2 of  T502.

so, thats clear then. I think I will go ahead and connect the switch to pin  
1 and 2, I have no fear the higher voltage will do any damage.
