Yes, once it's out of the country there's obviously no more problem.
Why the government is touchy about what gets out, is maybe hard
to understand, especially for stuff that's not quite state of art - who's
going to steal that technology? Someone i was talking with, maybe
Ken, was saying that China didn't want their gear to be found in some
war zone, like some with some rebel army in Africa, and China end up
getting blamed for abetting some civil war. -Hue
