Because, contrary to popular myth, HF in aircraft 
did not suddenly cease to exist during WWII.
It was in sustained, concurrent service for decades
afterwards, with many fields and aircraft exclusively HF,
especially outside the U.S. and western Europe,
meaning "most of the world."
And,. in fact, is still in use on overseas flights
to this very day.
