I've seen that for decades, though ebay seems to have driven the  
prices up.  Sadly the widow (or family if it's a younger ham) trust  
that the others hams will be honest with them.  The majority will.

Then there are the b*st*r* resellers who take advantage of people in  
such situations.  There used to be an antique radio junque shop in  
Nashville that did just that.  The owner would buy whole estates and  
brag about how little he paid and how much profit he could make.

Some things never change.
