[Milsurplus] RU-18 tube substitution

In Lud Sibley's book Tube Lore the 2C21, RK-33, 1642 and 
38233 are listed as equivalents, so any one of them will 
quite likely work. If I remember correctly, some RU spares 
kits had tubes double marked 38233/1642.
