It is a MK-2551A/U (NSN 5820-01-263-1760).  The Technical Manual is TM 11-5820-1118-12&P.  "The purpose of the MK-2551A/U is an alternative grounding system designed primarily for use in tactical operations for quick installation and tear down.  It can be easily installed and removed in situartions where using a conventional grounding rods would not be possible.  It does not replace the ground rod, but is an option for use as situations or circumstances may warrant.  The MK-2551A/U shall not be used as a permanent grounding system."
 
The manual is quite an interesting document.  I googled the "SC-C-681615" and found it.

While in the attempt to clean out my garage I have come across this item.  It consists of what looks like aviation grade 1/8 in. stainless steel or galvanized stranded cable that passes through 16 heavy duty galvanized stakes that are 10 inches long and 1 1/2 in. diameter at the top.  The network of cable has three heavyduty copper alligator clips (5/8 in. wide 2 1/2 in. long) and a large spade type lug.  It is obviously military, as I bought it years ago at Ft. Belvoir, VA when they had a surplus outlet.  The card that I got states Engine Generator Ground Plane, but that is all it says.  On the item, are three yellow plastic labels on the cable.  Here are the markings"80063 SC-C-68161580063 SC-D-681611 Assy80063 SC-C-681613 The item weighs in at about 28 pounds and appears to never have been used.  I have never heard of engine-generator ground plane.  Most engine generator operation i have seen such as field day, only a ground rod was used. Has anyone ever seen such?  thanks for any info that can be provided. Jim
