Yes.  Coastal Station WLO, Mobile, (and by extension KLB, Seattle) 
has assisted USCG in communicating with ships in trouble.  (and has a 
contract to do so, as I understand)

USCG stations still have HF, but quite downsized, with one radio 
hooked to a short whip
with auto-tuner.  A compromise that is not real effective at lower freqs.
