[Milsurplus] Unknown installation kit - can you help ID?

Got a bunch of parts in a group buy at a surplus
store.  Looks VRC-12 related, but I don't have any
VRC-12 installation manuals that list these parts. 
The boxes are missing from the parts, but I did find
this tag, which lists the parts needed in this kit:

Anyone know what this kit is for?
