[Milsurplus] QRMing the MilRadio Net

That happens a LOT.  I've heard several  QSO's started
in the dead-quiet-clear only to have some creep start
a carrier from out of nowhere and keep it on for the
entire QSO.  Either that or some dork will start
"testing", evidently with no receiver on to listen to
the band he's testing on.
