I suggest you check the schematic on the filter caps. I know nothing about
this particular power supply, but most plug-in multiple capacitors had only
one ground potential pin. Thus, four pins would imply three capacitor units.
I don't think you should measure anything but steadily-increasing resistance
ending at a value better than 50k between any of the two high side pins.
(What your ohmmeter is seeing is two series electrolytics connected back to
back.) I would be very suspicious if I found low resistance between any two
pins. Again, however, check the schematic.
With respect to the vibrator, carbon is definitely not normal.
I strongly suggest you measure or substitute the buffer capacitor wired
across the transformer secondary. Its value is relatively critical. When it
goes west the vibrator contacts will spark excessively and pit. Since there
are serious spikes on the transformer, any replacement must have as high a
voltage rating (typically 1000 or 1500) as the original.
