[Milsurplus] MAB/DAV tuning fixture?

Any idea what is this fixture might be for?  The tag says "for  
general radio use" but the radio outline on the lefthand side looks a  
bit like a MAB....    Been at least 20 years since I've seen a MAB or  
DAV though.
