A quick guess:  It's part of a guidance system simulator,
or test set.  Maybe  something like ILS.   Not a  USA
item I think.  The dials relate to the horizontal plane (Flat)
and the vertical plane (Slope) as an ILS does.  The
language is English.   It could relate to a goinometer in
intersecting planes.  I hope somebody knows.
